About the Role

You will be a key member of the BCA's executive leadership team, responsible for defining and executing the department's vision for technology-driven transformation. This involves developing and implementing comprehensive strategies that integrate cutting-edge technologies like Building Information Modelling (BIM), digital twins, automation, and data analytics into mainstream construction practices. The focus is on identifying high-impact opportunities, fostering collaboration with industry stakeholders, and ensuring the successful deployment of solutions that deliver measurable improvements in project delivery, quality, safety, and overall sector competitiveness.

Key Responsibilities

  • Lead the development and execution of the department's technology transformation roadmap and strategic initiatives.
  • Manage and mentor a team of professionals focused on construction technology adoption and process innovation.
  • Identify, evaluate, and champion the implementation of emerging technologies to address key industry challenges and productivity gaps.
  • Collaborate closely with industry partners, academia, and government agencies to foster innovation and establish best practices.
  • Develop and manage budgets, resources, and timelines for major transformation projects and technology pilots.
  • Ensure alignment of departmental goals with the broader strategic objectives of the BCA and the Singapore construction industry.
  • Communicate the value and impact of transformation initiatives effectively to internal and external stakeholders.

Requirements

  • Proven experience in a senior leadership or directorial role within the construction, engineering, technology, or a related sector, preferably within the public sector.
  • Extensive background in managing complex transformation projects, particularly those involving technology adoption and process re-engineering.
  • Deep understanding of the construction industry landscape, key challenges, and the potential of digital technologies to drive productivity.
  • Strong strategic thinking, analytical skills, and the ability to translate vision into actionable plans and results.
  • Excellent leadership, communication, and stakeholder management skills, with the ability to influence diverse audiences.
  • Relevant academic qualifications (e.g., Bachelor's degree in Engineering, Technology, Business, or a related field) and/or equivalent professional experience.
  • Demonstrated ability to navigate complex regulatory and industry environments.
