The Lead Engineer / Engineer (DigitalProgrammes & Engagement) plays a pivotal role in advancing the digital transformation initiatives of the Home Team Science and Technology Agency (HTX) in Singapore. Reporting directly to the Deputy Director (Strategy & Transformation), this position focuses on fostering the adoption and integration of artificial intelligence (AI) and digital technologies across HTX's programmes and engagement strategies. The role involves translating strategic vision into actionable digital solutions that enhance operational efficiency, improve citizen and stakeholder interactions, and drive innovation within the Home Team ecosystem.

About the Role

• Supports the Deputy Director (Strategy & Transformation) in defining and executing HTX's digital transformation roadmap.
• Leads the development and implementation of AI and digital solutions to address complex challenges in programmes and engagement.
• Collaborates with cross-functional teams, including programme managers, data scientists, and engagement specialists, to ensure seamless integration of digital tools.
• Provides technical leadership and mentorship to engineering and programme teams, fostering a culture of innovation and best practices.
• Monitors emerging digital trends and technologies to identify opportunities for HTX's strategic advantage.

Key Responsibilities

• Design, develop, and oversee the delivery of digital programmes and engagement initiatives leveraging AI and modern development methodologies.
• Establish and maintain robust technical standards, architectures, and best practices for digital solutions.
• Manage project timelines, budgets, and resources effectively to deliver high-impact digital outcomes.
• Conduct thorough analysis of programme data and user feedback to inform continuous improvement of digital services.
• Facilitate workshops and knowledge-sharing sessions to build internal capability in AI and digital tools.

Requirements

• Proven experience (5+ years) in software engineering, digital development, or a related technical field, with a strong focus on AI or data-driven solutions.
• Demonstrated ability to lead complex technical projects from conception through to successful deployment.
• Deep understanding of modern software development practices, including agile methodologies and DevOps principles.
• Experience working with AI technologies, machine learning models, or data analytics platforms is highly desirable.
• Excellent communication and collaboration skills, with the ability to translate technical concepts for diverse audiences.
• Relevant academic qualifications (e.g., Bachelor's or Master's degree in Computer Science, Engineering, or a related discipline) or equivalent practical experience.
