Description

The Head of ManpowerPlanning will play a pivotal role within the Aviation Industry Division of the Civil Aviation Authority of Singapore, driving strategic workforce planning to sustain the growth and competitiveness of Singapore’s air hub. This position is essential for aligning talent development with the sector’s transformation efforts and ensuring the delivery of high‑quality services across the industry.

About the Role

The role focuses on shaping and executing manpower strategies that support the Authority’s objectives for the aviation sector, ensuring that the workforce is equipped to meet current and future challenges while contributing to the continual improvement of Singapore’s air hub.

Key Responsibilities

  • Develop and implement comprehensive manpower planning strategies that align with the Authority’s goals.
  • Collaborate with senior stakeholders to forecast staffing needs across operational, regulatory and support functions.
  • Design talent acquisition, retention and development programmes to meet evolving industry demands.
  • Provide analytical insights and workforce metrics to inform senior management decisions.
  • Lead initiatives that enhance workforce competency, productivity and adaptability to technological changes.
  • Ensure compliance with labour regulations and industry best practices while promoting continuous improvement.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration or a related discipline; a postgraduate qualification is preferred.
  • At least ten years of progressive experience in workforce planning or strategic HR within a complex operational environment, preferably in aviation or transportation.
  • Demonstrated expertise in manpower forecasting, talent management and organisational design.
  • Strong analytical abilities with proficiency in data‑driven decision making and familiarity with relevant HRIS tools.
  • Excellent leadership and communication skills, capable of influencing senior leaders and building collaborative relationships.
  • A proven record of delivering large‑scale transformation projects and driving organisational effectiveness.
  • Commitment to upholding the values and mission of the Civil Aviation Authority of Singapore.
