Description

Building and Construction Authority (BCA) seeks a highly motivated and experienced Executive Manager/Senior Manager to lead the Manpower Planning Department. This critical role involves developing and implementing strategic policies and programs designed to elevate the quality, competency, and professionalism of the construction workforce. The successful candidate will play a pivotal role in ensuring the sector has the necessary skilled personnel to meet current and future demands through rigorous, data-driven analysis and planning.

About the Role

You will be responsible for formulating comprehensive policies and programs aimed at enhancing workforce quality and competency within the construction sector. This involves close collaboration with industry stakeholders to understand evolving needs and translate them into actionable strategies. A core function is performing sophisticated data analysis to identify workforce trends, skill gaps, and supply-demand imbalances, providing the evidence base for informed decision-making and effective resource allocation.

Key Responsibilities

  • Develop, implement, and evaluate strategic manpower planning policies and programs aligned with sector requirements.
  • Conduct thorough data analysis on workforce supply, demand, and skill profiles to inform policy and planning decisions.
  • Identify emerging workforce challenges and opportunities within the construction industry.
  • Collaborate with internal departments and external industry partners to gather insights and validate planning assumptions.
  • Prepare comprehensive reports and presentations to communicate findings and recommendations to senior management and stakeholders.
  • Ensure the department's activities support the broader goals of workforce development and sector sustainability.

Requirements

  • Minimum Bachelor's degree in Human Resources, Business Administration, Economics, Statistics, or a related field.
  • Extensive experience (minimum 8-10 years) in strategic workforce planning, human resource management, or a related analytical role, with significant exposure to the construction sector.
  • Proven track record in developing and executing data-driven workforce strategies and policies.
  • Exceptional analytical skills with proficiency in statistical analysis, data visualization tools, and workforce modeling techniques.
  • Strong leadership and interpersonal skills, with the ability to influence stakeholders and build effective cross-functional relationships.
  • Deep understanding of Singapore's construction industry landscape and workforce dynamics.
  • Excellent communication and presentation skills to articulate complex data insights clearly.
